Abstract

Integrating capacities in Disaster Risk Reduction (DRR) requires that local knowledge, skills and resources of people and communities are recognized by both local and outside stakeholders. This often proves difficult as capacities largely, not exclusively, rely upon intangible resources (e.g., social network, folklore, memory of past events). One of the main issues therefore consists of making local capacities tangible in order to foster dialogue among actors in DRR.
