A Case of Mistaken Identity: Perspectives of Home Educators and State Officials in England and Wales, and Florida, USA

Abstract

Education for children of compulsory school age is provided by the state or privately in England and Wales, and in the United States of America. State education is freely available to all children in the local educational area. In contrast, private education is met by the provision of fee-paying day schools, boarding schools, religiously based schools and home education. Petrie (1993) defined home education as the option of parental education of the child(ren) as upheld in the law, as a temporary or permanent alternative to the education provided by state or private schooling.
