Abstract

In order to best meet the needs of the country, the education system should be developed on a structure that recognizes and promotes diverse types of institution, with a high degree of institutional autonomy; enhances pathways and is based on recognition of prior learning; recognizes the values and status of both formal and non-formal forms of instruction; encourages institutions to attract inputs from non-governmental stakeholders; minimizes the unbalances and inequalities between regions and income groups and is based on effective quality management and assurance mechanisms.
