Abstract

State leaders increasingly recognize that higher education is the key to the future quality of life of their state’s population and the ability of the state to compete in the global knowledge economy. The reality, however, is that state coordinating and governing structures established for an earlier time do not always have the capacity to provide the necessary policy leadership in the new environment. This chapter reviews the changing expectations for state policy leadership and the implications of these changes for states with a focus in particular on the western states.
