Of the five case study states, Kentucky has the highest rates of enrollment in developmental education courses. With 32 percent of first-time freshman in four-year institutions enrolled in developmental education Kentucky also used one of the most innovative approaches to tackle this issue. While other states talked about the need to coordinate efforts between K-12, community colleges, and four-year colleges and universities, Kentucky took steps, by statute, to make these efforts a reality. This chapter includes more input from the community college system as they were a central part of the work that occurred across the state.
