Abstract

Of all the five states, North Carolina had the lowest rate of students enrolled in developmental education, and enrollment varied from institution to institution. Indeed, unsuccessful proposals by the state legislature to end developmental education led some institutions to make changes to their course offerings. Despite these changes, the institutions represented in this case study show a strong institutional commitment to serving students who may be underprepared, oftentimes without much consideration of the cost.
