Abstract

The state of Colorado has the dual distinction of having some of the most educated residents in the country, while experiencing a “leaky education pipeline” that prevents students from moving from PreK-12 and through higher education. With ambitious goals laid out for increasing the graduation and degree attainment rates of Coloradans, a sweeping reform has engineered a new vision for education, one that sees developmental education as a vital component of its strategy. Yet, policy restrictions that impact higher education institutions and lack of financial support raise the question of whether Colorado’s goals can be achieved.
