Abstract

The reform of the Norwegian Labour and Welfare Organization (NAV) represents one of the largest public-sector reforms in recent Norwegian history. Its aim was to increase work participation and to make the administration more user-friendly, holistic and efficient. These goals were to be achieved by increasing the administration’s capacity to address ‘wicked issues’ by cutting across existing policy fields and administrative levels (Christensen et al., 2013).
