The Politics of Immigration in Multi-Level States

Abstract

The national policy agenda on immigration in Italy has crystallized around issues of border controls and security placing much less emphasis on integration. Yet integration has represented a significant challenge since the 1980s (when immigrants became a visible presence in Italy) and it still remains of crucial importance, given that in 2012 foreign residents comprised 7.5 per cent of the total population (almost five million).
