Abstract

Are international organizations (IOs), and other forces of globalization, replac-ing sovereign states as the central actors in global governance? No. Are IOs fundamentally changing the way in which international relations work? Yes. In figuring out how these two observations fit together, we find some of the most interesting aspects of the study of IOs.
