Abstract

It does not seem possible for a human society to avoid situations in which benefits for some persons lead to risks for others. Therefore conflicts of interest about risk are inescapable. They are also at the centre of many public controversies about risk. To deal with them we need to answer the question: When is it justified to impose a risk on someone else? In this chapter, the outlines of an answer to that question will be presented.
