Abstract
Welfare is a hugely complex system which successive governments since the 1980s have reformed with mixed results in reducing long-term dependency and with little impact on rising costs. Welfare spend makes up over a quarter of all government spending, allocated through the Department for Work and Pensions, whose goal is both to financially support those who are unable to work through unemployment or illness and to ensure that they return to employment as soon as possible.
