The Challenges of Regionalism and Harmonization for Higher Education in Asia

Abstract

The higher educational systems that exist throughout Asia/Pacific are numerous and diverse. In recent years, there have been efforts on the part of policy makers and others in the region to think of ways to harmonize these systems to allow for a more fluid flow of students and scholars. These efforts, however, have often run up against powerful nation-specific priorities. Nevertheless, some progress has been made by regional organizations (ROs) and through bilateral agreements to harmonize aspects of higher education (HE). Wesley (2003) estimates that there are well over 100 ROs engaged in such efforts but it remains to be seen how substantive these efforts are and will become.
