Abstract

While most national armies defend their country from exterior threats, Myanmar’s military forces, officially known as the Tatmada?, have been fighting a long, drawn out internal war against political dissenters and armed ethnic nationalists. Myanmar is currently going through an important political transition which may lead to genuine stability and development after decades of unrest, but many internal and external commentators have dismissed government reforms, elections, and constitutions as shams. Furthermore, it is unclear the extent to which, even if the current political transformations prove substantive and enduring, the human security and development of the most vulnerable sections of society in Myanmar will be improved.
