Abstract

The book addresses the issue of how to learn from second hand experiences. By exploring the adoption of a policy innovation, the Standard Cost Model — a methodology to measure administrative burdens stemming from regulation-this work aims to develop guidelines for policy makers, practitioners and policy analysts in order to design an effective policy. This chapter will briefly outline the core issue and the structure of the book.
