Abstract

One of the themes of this book is that of path-dependency. In the energy sector of a country, the most important constraint on implementing a major change in energy policy is the state of the energy sector in the recent past. This includes the nature, location and scale of the primary energy resources and of the related infrastructure, trends in supply and demand, and government policies to address specific challenges in the energy sector.
