Abstract
The small states along France's eastern border were a power vacuum in the eighteenth century. They comprised the small polities of: the Austrian Netherlands (present-day Belgium), under the Habsburg Monarchy; the patchwork of small states of the Holy Roman Empire between the French border and the left (western) bank of the Rhine; the Dutch Republic (effectively a confederation of provinces); and the loose confederation of cantons that constitute modern-day Switzerland.
