Abstract
The strap line of zerocarbonbritain2030 (ZCB, 2010) reads: ‘the science says we must, the technology says we can. Time to say we will.’ This chapter explores what kind of society would willingly say ‘we will’ to rapid decarbonisation. What kind of national government would be required to enable this vital transition, its policies, ethics and values? What would this society contribute to the international climate change process? The chapter argues the case for democracy and for a renewal of the welfare state as the ethical option to a zerocarbon transition, within an international arena that places environmental justice at its heart.
