Abstract
At the end of 1979, Turkey was facing with an economic slump that was deeply affecting the masses. In the middle of this economic and political crisis, the government, supported by the International Monetary Fund (IMF) and the World Bank (WB), announced an adjustment program on January 24, 1980, that would shape the following years. This neoliberal program was the main component of economic policies in Turkey up to 1988 and was enriched by new measures in time. As Korkut Boratav (2006, 148–149) puts it, this neoliberal program was presented to the masses with a vigorous ideological campaign, as if there was no other way out of the crisis.
