Neoliberal Transformation of Education in Turkey

Abstract

In the last 30 years, global neoliberal policies and practices have radically influenced all educational processes. In line with the demands of the Organization for Economic Cooperation and Development (OECD) and the World Bank (WB), education has been reevaluated at a time of capital accumulation crisis and turned into a commodity (Mayo 2011, Rikowski 2002). The neoliberal movement asserts that the public role in directing education results in the irrational use of resources and the failure to adequately meet consumer expectations (Ercan 2006). In line with this perspective in an era of global economic competition, education has turned into a tool of economic policy rather than a right for citizens (İnal 2009, Mayo 2011, Sayılan and Yıldız 2009, Uysal 2009). The concept of “public education” has become obsolete in Turkey and given way to the concepts of “adult education” or “lifelong learning.” Public education now refers to something in the past that is remembered with nostalgia, and is considered to be an archaic concept that bears no relationship to our day. Together with such transformations triggered by global neoliberal policies, education for adults has started to be defined in line with market demands and become more individualistic. This chapter focuses on the recent dramatic transformation in adult-education practices in Turkey, particularly since the Justice and Development Party (AKP) came to power in 2002.
