Abstract
The American world of strategic studies is today based on two main positions. The first privileges a scholarly oriented posture, a so-called intellectual ethos. The second is closer to the idea of consultancy, technical recommendations. RAND provides a perfect illustration of this sectoral bipolarization, as it structurally oscillates between the two.
