Abstract
This chapter is a response to that aspect of the agenda for this celebration of Ruth Hayhoe’s work, which asks: “What kind of cultural and spiritual role is being played by non-governmental organizations that make education and schooling a key focus of their work, yet do not have a specific nationalist agenda?” I argue that World Scouting is the oldest, broadest, and most successful such organization.
