Abstract

Cuba is not a wealthy country. With a population of almost 12 million, it has an average annual GDP income of less than $8,000 per person, which is similar to that of Jamaica and many of the countries of the Caribbean region. It is a world away from the per capita income in rich countries, which varies from $30,000 to $48,000^ Yet, with limited resources, Cuba has the political will and organizational skills to have managed, since the 1960s, a massive, flexible, and targeted program of overseas assistance primarily to other low-income states, in education and other fields, such as health and engineering.
