Abstract
The four case studies revealed a variation in the effectiveness of the four CDM centers under examination. As the ‘effectiveness’ of the CDM centers refers to their ability to achieve their objectives, different kinds of outputs, outcomes, and impacts need to be considered when evaluating it. For the four CDM centers under consideration, the analysis focused on three intervention strategies: CDM awareness-creation, CDM capacity development, and CDM project development. As far as their direct impact on CDM diffusion is concerned, the effectiveness of the CDM centers varies considerably. Although the intervention strategies of the CDM centers were of the same type, they had different impacts on each diffusion phase, depending on the scale and quality of their activities.
