Abstract

The question which we propose to discuss is of unusual timeliness in today’s field of international jurisdiction as it touches on the distinction between legal and political disputes. The settlement of disputes is, moreover, one of the fundamental problems that any fully developed (complet1) legal system is tasked to resolve, along with the delimitation of respective powers (pouvoirs) and their spheres of activity, as well as with the regulation of transformation of power and the guarantee of its execution.
