Abstract

The first anniversary of Labour’s truly historic election victory of 1 May 1997 was marked by some interesting appraisals of their year in office. The left journal Red Pepper assessed the Government’s performance on a range of issues according to measures of ‘progress’, signs of Thatcherism and hype. Interestingly, only on the constitutional issues of devolution and the adoption of the European Convention on Human Rights was progress seen as unalloyed. Overall hype and signs of Thatcherism clearly predominated (Red Pepper, May 1998, pp. 16–18).
