Abstract

The relations between member states of the EU over questions of environmental policy form just one part of a complex maze of policy interactions that help to constitute the foreign environmental policy of the EU. This chapter will be mainly concerned with the EU’s relations with other states in the global arena in relation to the environment. But in order to make sense of these relationships, continual reference will be made to the intra-EU dynamics that lie behind the negotiating positions presented in international fora.
