Abstract

According to analysts such as Rubio, Baer, Bizberg and Berins Collier, economic liberalization was fundamentally incompatible with the functioning of the historical pact between the state and labour in Mexico, principally because the corporate system was unsustainable in an era of competition and free markets.1 Moreover, they claimed that the tradition whereby the government gave unions rewards in exchange for their political support was incompatible with a new regime of international competitiveness and free markets. In this chapter it is argued that the analysis of the privatization of TELMEX and the forging of a ‘nuevo sindicalismo’ challenges these analysts’ views in two main ways.
