Abstract
Fanuel Mahluza’s immediate task was to establish official contacts with exiled Mozambicans in Europe and the United States. In July 1982, Mahluza left Pretoria for Germany. Through Horácio Nunes, whom he had appointed Renamo representative in Germany, Mahluza met a group of Mozambicans living in various European countries, and succeeded in bringing them into the organization. He designated Renamo representatives to Germany, Canada and the United States. While in Germany, Mahluza attended a three-week international summer course on national security. The course was organized by the Political Science Institute of Kiel’s Christian Albrechts University. The prime minister of the state of Schleswig Holstein hosted Mahluza, and other participants.
