Abstract

Successfully meeting the global challenge of new and emerging infections requires that mechanisms be established or expanded to identify rapidly and to characterize the offending agents. Controlling the threat will necessitate the participation of research establishments and scientists, as well as national and international institutions prepared to respond in a timely manner. There is now, however, a substantial gap between what is needed and what is available with regard to mechanisms, institutions and expertise for early detection, definition and control of potential threats. There are limitations, as well, in the capacity of existing international structures to mobilize a broad coherent response. The problem is further exacerbated by national political sensitivities and a reluctance sometimes to report, even if recognized, the occurrence of infectious disease outbreaks which might be of international concern.
