Abstract
Montenegro was selected as a shorter supplemental case study to Yugoslavia and a comparative case study to Cyprus. With regard to the former, it presents a second sub-conflict — in addition to the ICTY case — of the new democratic government in Belgrade. With regard to the latter, the conflict (secession) and international conditions are largely similar. However, there is a substantial variance regarding rule legitimacy.
