Abstract

The high degree of regional inequality in Brazil has been widely recognized, especially since the mid-twentieth century. This feature was stressed by Williamson (1965), who concluded that the country had the highest level of regional inequalities in the world. In 1959, the Working Group for Northeast Development (GTDN) called national attention to this problem, and proposed a plan of action for the development of the northeastern region (GTDN 1959). Baer (1966: 174) and Moreira (1979: 51) claimed that economic, social, and political pressures were responsible at that time for public policies to attract and even directly transfer resources from central regions to stagnant areas. Not surprisingly, regional development policies became a recurrent subject, both in theoretical discussions and among policy makers.
