Abstract

The failure of the Seattle conference put pressure on the WTO to find a way to successfully launch a new round of trade negotiations. It did not help that the 2001 terrorist attack on New York and Washington DC enhanced the feeling that security made it difficult to find a venue for the 2001 scheduled Ministerial Conference.
