Abstract

In the 1990s, the banana was anything but tasty or humorous for the WTO and its two leading members. The fruit was at the center of a very significant trade dispute between the EU and the United States. Resolving this conflict tested the WTO’s ability to settle disputes and to enforce its decisions. It all started innocently enough in 1993 with a change in the EU’s banana regime, but by March of 1999, the dispute over bananas had grown to such an extent that some commentators feared for the very survival of the WTO. How could the humble banana become the focus of such a nasty conflict?
