Abstract
In this chapter, we describe the cultural and historical context in which the Human Development Foundation (HDF) interventions in Mardan were introduced. Mardan is one of the 24 districts of the North West Frontier Province (NWFP), which is one of the four main provinces of Pakistan.1 Mardan is a predominantly Pukhtun area (see section 4.2) and, as indicated in chapter 1, understanding the local culture and adapting interventions to that is key to success in harnessing and guiding social capital via the participatory development model.
