Abstract

In most of South Asia and Africa the subsistence problem remains unsolved. In these regions, undernutrition and undereducation coexist with failing political structures and explosive population growth. Many African countries lurch from tragedy to tragedy. The countries of South Asia could experience the same. Armed with nuclear weapons, two of them could experience worse.
