Development and Impact of State Policies on Higher Education Research in Indonesia

Abstract

On the threshold of the third millennium, public policy decisions regarding higher education should and must respond to a wide variety of far-reaching changes now taking place throughout Indonesian society. It should be noted that the following significant shifts in society will have serious impacts on higher education: (i) social stratification; (ii) enrollment demand; (iii) cost containment; (iv) consensus on financial support; (v) concerns about quality; and (vi) technological advancement. Consequently, the national strategy objective in higher education systems is to improve the competitiveness of Indonesiâs higher education system by developing institution credibility through the restructuring of the nationwide system, as well as the internal university system.
