Abstract
The strategic environment still remains the most crucial and salient factor affecting the decision to acquire weapons of mass destruction (WMD) by nation-states still living in a state of nature despite the hopeful atmosphere generated by the end of the Cold War. The strategic environment is difficult to predict, but it appears to be becoming more volatile and turbulent. Political instability could become pandemic in Africa and South-East Asia. The Balkans remain volatile with an explosive mix of hatred and vengeance.
