Abstract

Tackling social exclusion has been a priority for recent UK governments. Social scientists continue to debate whether the concept has any real analytical value or whether it is just a politically acceptable way of acknowledging widespread poverty and unemployment (Burchardt, 2000; Byrne, 1999; Hills et al., 2002; Roberts, 1997). Recent governments, in contrast, have treated social exclusion as a hard fact, one of the tougher problems (not, of course, of their own making) that they have been required to address.

The research on which this chapter is based was founded by INTAS (award 93-2693) and ACE/PHARE (award P95-2141R).
