One of the central themes of this book is the conjecture that the liberal political culture has struggled to set roots in Italy. A close analysis of Berlusconi’s term in office reveals this lacuna in Italian politics. Although Berlusconi championed the liberal creed during his electoral campaign, there is little doubt that some of his political acts reflect rather poorly on his understanding of liberal procedures and liberal culture.
