Abstract
Underlying the regime approach is an assumption that different traditions of citizenship shape distinctive narratives of service provision. This chapter explores the relationship between state and citizen during the period up to 1997. It discusses the basis of the citizenship regimes that existed prior to New Labour coming to power, considering the social production role of government, the coalitions of state and nonstate actors and the solution sets embraced.
