Abstract
In the administrative state of the 20th century, career civil servants have come to occupy a role that far surpasses that of their predecessors and that has resulted in increased attention for the relation between political and administrative actors at institutional (i.e., political- administrative system) and actor levels (i.e., political-administrative relations). In its design, the project on Civil Service Systems in Comparative Perspective (CSSCP) included attention for the role and position of politics and of politicians in relation to administrative reform. Given the primacy of politics and the practice of administrative authority, we must consider the extent to which administrative and civil service reforms require attention for reform of (elements of) the political system.
