Abstract

The previous chapter outlined developments in the wider field of communications that have threatened not only the financial viability of traditional public television broadcasters, but also their very existence. Public channels face a series of dilemmas in the way they confront these challenges. This study has identified a number of dilemmas relating to the following areas:

  • Funding model.

  • Programming policy.

  • Technological upgrade.

  • Organisational restructure.
