Abstract

Less than a week after the February 1915 NU Council meeting, a handful of British women — Courtney, Marshall, Macmillan, Leaf, and Theodora Wilson Wilson (a Quaker suffragist and writer,1 who like Marshall had roots in Cumberland) were in Amsterdam, where they met with women from Belgium, Holland, and Germany. Three days later they were back in Britain with close-to-complete plans and draft resolutions for an ambitious international women’s congress to be held at The Hague in April.
