Abstract
In the previous chapter, the development of humanitarian intervention was historicized and was examined in relation to its social context up to the end of the Cold War. This chapter deals with the fundamental transformations that have characterized the realm of the international in recent years, and will set the ground for the discussion of human-rights enforcement in the post-Cold War period in relation to a developing new global order — which is the task of the next chapter.
