Abstract
We have analysed the contents and rationale of British New Humanitarianism and its implementation in Sierra Leone in order to investigate the policy’s coherence and efficacy. To that end, we have explored the development of UK humanitarian emergency assistance policy since 1997 to include broader concerns for human rights and peace-building, assessed the new policy’s development into a country strategy and set of programmes for Sierra Leone, and finally assessed the efficiency of the British bureaucracy in implementing policy change. We have identified the strengths and weaknesses of the implementation process in order to isolate those aspects that must be addressed in order to raise policy efficiency and effectiveness.
