Abstract
In his classic exploration of the art and craft of policy analysis in the context of public policies, Aaron Wildavsky observes wryly:
speaking truth to power remains the ideal of analysts who hope they have truth, but realize they have not (and in a democracy, should not have) power. No one can do analysis without becoming aware that moral considerations are integral to the enterprise. (Wildavsky 1979)
