Abstract

The 2006 Summit of the Asia Europe Meeting (ASEM) in Helsinki was a landmark event in many ways. It celebrated the tenth anniversary of the dialogue institution, resulted in two significant declarations and established the groundwork for a significant expansion of its membership. The membership on the Asian side, originally limited to nations belonging to the Association of Southeast Asian Nations (ASEAN) Plus Three (China, Japan and South Korea), would henceforth include India, Pakistan, Mongolia and the ASEAN secretariat. European membership, in turn, also increased to include the two new European Union member states, Romania and Bulgaria, who joined the EU in January 2007. Two months after the Helsinki summit, the Asia-Pacific Economic Cooperation (APEC) forum held its fourteenth annual summit in Ha Noi. This summit’s Ha Noi Declaration committed itself to further study the means required in order to promote regional economic integration, including a Free Trade Area of the Asia-Pacific. The proposal for an Asia-Pacific Free Trade Area was a proposal from the United States (US).1
