Abstract
The previous two chapters have examined the two main traditions feeding into the assets agenda today. Chapter 2 dealt with social policy and Chapter 3 studied citizenship. This chapter rounds off this examination by highlighting some of the main themes to emerge from this discussion. I identify key differences that exist between the social policy and citizenship wings, and use a discussion of the different ways it is possible to shape the British government’s Child Trust Fund scheme to provide a concrete illustration of what these differences mean in practical policy terms. Following this, I indicate that I favour a hybrid stance that combines social policy and citizenship elements when developing policy options, and I outline the core features of this hybrid approach.
