Fundamentally, the welfare state draws its very raison d’être from a range of state policies aimed at promoting the welfare of its population. The welfare orientation thus sees the state devoting considerable fiscal resources aimed at the socialization of risk and the enhancement of cohesion in society. It presupposes substantial governmental responsibility for the provision of social security, healthcare, education, housing, social services, unemployment insurance, family allowances, pensions and so on.
